More than just a beautiful place to visit, Cascais is a municipality deeply invested in the environmental, social, and economic well-being of its residents — and its visitors.
One of the key pillars of success is community engagement. The municipality has invested heavily in environmental education in schools, active citizenship programs, community gardens, soft mobility, and free, non-polluting public transport. The organic waste collection program, for instance, was a major success thanks to its convenient, user-friendly approach.
Cascais prioritizes quality over quantity. “It is not, and never will be, a mass tourism destination,” says Luís Almeida Capão, Director of Environment and Sustainability. The focus is on authenticity and collaboration with local actors to deliver meaningful, place-based experiences. Looking ahead, Cascais is planning innovative sustainability projects, including stream restoration, recycled water usage, efficient water systems for public swimming pools, and urban tree planting — all with one goal: to ensure Cascais remains “the best place to live for a day, a week, or a lifetime.”
